Obama's new budget: Higher taxes for the wealthy (AP)

WASHINGTON ? President Barack Obama unveiled a $3.8 trillion spending plan on Monday for 2013 that seeks to achieve $4 trillion in deficit reduction over the next decade but does little to restrain growth in the government's huge health benefit programs, a major cause of future deficits.

Obama's new budget was immediately attacked by Republicans as a retread of previously rejected ideas. The budget battle is likely to be a major component of the fall election campaign.

The president would achieve $1.5 trillion of the deficit reductions in tax increases on the wealthy and by removing certain corporate tax breaks. Obama rejected GOP charges of class warfare. In his budget message, he said, "This is not about class warfare. This is about the nation's welfare."

In a message that repeated populist themes Obama also sounded in his State of the Union address, the president defended his proposed tax increases on the wealthy, saying it was important that the burden of getting deficits under control be a shared responsibility.

"This is about making fair choices that benefit not just the people who have done fantastically well over the last few decades but that also benefit the middle class, those fighting to get into the middle class and the economy as a whole," Obama said.

Obama used an appearance before students at Northern Virginia Community College to unveil the budget and highlight a $8 billion proposal that aims at boosting the ability of the nation's community colleges to train students for the jobs of the future. He told the students his budget was a "reflection of shared responsibility."

While administration officials defended the overall plan as a balanced approach, Republicans attacked it as failing to enough to restrain the deficit, which Obama had promised in 2009 to cut in half by the end of his first term.

"This isn't really a budget at all. It's a campaign document," said Senate Republican Leader Mitch McConnell of Kentucky. "The president is shirking his responsibility to lead and using this budget to divide."

Republican Rep. Paul Ryan, chairman of the House Budget Committee, said that Obama had ducked "the responsibility to tackle this country's real fiscal problems.

Ryan is preparing an alternative to Obama's budget that will be similar to a measure that the House approved last year but failed in the Senate where many lawmakers objected to a major overhaul to Medicare.

"We do not intend on backing off on anything," Ryan said in an interview. "We intend on giving the country an alternative and a solution to our biggest problems."

Republicans challenged the math underlying Obama's budget, saying it double-counted deficit reductions already approved in an August budget deal and also claimed $848 billion in savings from ending the wars in Iraq and Afghanistan even though this money would not have been spent.

Republican presidential candidate Mitt Romney attacked Obama's spending plan for failing to "take any meaningful steps toward solving our entitlement crisis."

This year's budget debate is expected to dominate the presidential contest and congressional elections with the issue not finally resolved probably until a lame-duck session of Congress after the November election, when lawmakers will have to decide what to do with expiring Bush-era tax cuts and looming across-the-board spending cuts.

Obama's new spending plan projects a deficit for the current budget year of $1.33 trillion, marking the fourth straight year that the deficit would top $1 trillion.

The spending plan projects the deficit would decrease to $901 billion in the 2013 budget year, which begins Oct. 1. That reflects $3.8 trillion in spending next year, an increase of 0.2 percent over this year's expected outlays, and a 17.5 percent increase in revenues.

The deficits are projected to gradually go down to $575 billion in 2018, which would still be higher in dollar terms than any deficits run up before Obama took office. It would be below 3 percent of the total economy, however, and thus at a level economists generally consider sustainable.

Obama's budget hewed closely to the approach he outlined in September in a submission to the congressional "supercommittee" that failed to agree on at least $1.2 trillion in additional spending cuts to keep across-the-board cuts from taking effect next January.

The Obama budget stuck to the caps on annual appropriations approved in August that are designed to save $1 trillion over the next decade. It also put forward $1.5 trillion in higher taxes, primarily by allowing the Bush-era tax cuts to expire at the end of this year for families making $250,000 or more per year.

Obama, as he has in the past, also proposed eliminating tax deductions the wealthy receive and would also put in place a rule named for billionaire Warren Buffett that would seek to make sure that households making more than $1 million annually pay at least 30 percent of their income in taxes.

Obama would also impose a new $61 billion tax over 10 years on big banks aimed at recovering the costs of the financial bailout and providing money to help homeowners facing foreclosure on their homes. The proposal also would raise $41 billion over 10 years by eliminating tax breaks for oil, gas and coal companies and it claims significant savings from ending the wars in Iraq and Afghanistan.

It would save $25 billion over 11 years through cutting costs in the U.S. Postal Service, including eliminating Saturday mail delivery.

Among the areas targeted for increases, Obama proposed $476 billion in increased spending on transportation projects including efforts to expand inner-city rail services.

To spur job creation in the short-term, Obama is proposing a $50 billion "upfront" investment for transportation, $30 billion to modernize at least 35,000 schools and $30 billion to help states hire teachers and police, rescue and fire department workers. Republicans in Congress, opposed to further stimulus spending, have blocked these proposals in the past.

The Obama budget seeks $360 billion in savings in Medicare and Medicaid mainly through reduced payments to health care providers, avoiding tougher measures, advocated by House Republicans and the deficit commissions, which supporters said were critical to the cause of restraining health care costs. The projections in Obama's budget show that he is doing little to restrain the surge in these programs expected in coming years with the retirement of baby boomers. Obama's budget projects that Medicare spending will double over the coming decade from $478 billion this year to almost $1 trillion in 2022.

Medicaid, the government health care program for the poor and disabled, would more than double from $255 billion this year to $589 billion by 2022.

Apple's flagship computer operating system, Mac OS X, has seen a long series of incremental improvements since it was first released in 2001. With its latest release, though, Mac OS X 10.7 Lion, Apple has started to incorporate concepts from its iOS operating system (for iPads and iPhones) into its Mac computers.

That's the trend that's sweeping the computer and mobile worlds right now: Turning desktop OSes into mobile ones, by bringing the concepts from simplified mobile OSes up to the desktop and making computers into iPad-style "app consoles," to use the phrase coined by John Gruber of Daring Fireball. Meanwhile, Google's open-source Android operating system is developing a style of its own, beyond just being a bare-bones smartphone OS.

Android: Ice Cream Sandwich

That's the name of the newest version of Android, the operating system for tablets and smartphones where every release is named after a kind of dessert. But while the last few releases of the smartphone version of Android have featured mostly under-the-hood improvements, Ice Cream Sandwich brings in the upgrades from the Honeycomb tablet version, as well as making some sweeping UI changes.

Android's new "Holo" theme is designed by engineers like Adam Powell who "[care] about style," and uses the new Roboto font that Google made just for Android. Ubuntu now uses an interface called Unity, which has large, tablet-style buttons along one side of the screen and a Mac OS X-style menu bar at the top. The next version of Ubuntu, called Precise Pangolin, will replace this menu bar with a "HUD," which is basically a search bar for specific menu commands that lets you start typing to select them.

Some Linux OSes, like Fedora, are now using the GNOME Shell interface instead. Where the Unity interface is more or less strapped onto the old Linux system, GNOME Shell redesigns it completely, carving away huge swaths of legacy UI and replacing them with a clean, tablet-style interface. Buttons are large, menus are simplified, and there's an accessibility button at the top of the screen at all times for people with special requirements. Many advanced options have been hidden or removed altogether, making it much easier to get into than a normal desktop OS.

Olympus expects net loss, but core business seen unscathed (Reuters)

TOKYO (Reuters) ? Scandal-hit Olympus Corp on Monday forecast a $410 million full-year loss due largely to its ailing camera operations, but strength in its endoscope business suggested its core division would emerge from the debacle unscathed and its president said it might try to go it alone without seeking outside capital.

The Japanese maker of cameras and medical equipment has been considering alliance offers to shore up its finances after a $1.7 billion accounting scandal severely depleted its assets, with Sony, Fujifilm, Terumo and South Korea's Samsung Electronics believed to be among possible suitors.

"Given the nature of the (endoscope) business, there are limited competitors and the scandal hasn't had a huge impact on the business," said Yasuo Sakuma, a portfolio manager at Bayview Asset.

"The question is how aggressive potential bidders will be. Sony may be the most aggressive as new CEO (Kazuo) Hirai has said explicitly that medical services will be a new focus. Fujifilm may be a bit reluctant as they could have anti-trust problems."

Olympus President Shuichi Takayama reiterated on Monday that any decision on tie-ups must wait until the installation of new management after its annual shareholders' meeting in April, and added that pressing on without boosting capital was also an option.

"I think it's a possibility," Takayama told reporters, when asked if it was an option to not receive a capital injection and instead move ahead independently by accumulating profit.

Olympus said it now expects a 32 billion yen ($412 million) net loss for the financial year ending March 31, hit in large part by impairment losses in its ailing camera business and tax asset writedowns.

That compared with a 3.87 billion yen net profit in the prior year, and its previous forecast for an 18 billion yen profit that it withdrew in the wake of the scandal.

For its October-December third quarter, Olympus, which holds a 70 percent share of the global market for diagnostic endoscopes, reported a 756 million yen net loss, compared with a 2.04 billion yen net profit in the same period a year earlier.

ENDOSCOPE BUSINESS

In a sign that its core endoscope business may survive the scandal untarnished, operating profit in its medical systems business rose 7 percent year-on-year to 18.87 billion yen during the quarter, having recovered from disaster-related supply disruptions earlier in the year.

By contrast, its imaging systems division, which includes its camera business, booked a quarterly operating loss of 3.56 billion yen.

Overall group operating profit dipped 13 percent to 8.42 billion yen in October-December.

In December, Olympus filed five years' worth of corrected earnings statements to iron out its accounts and said that as of the end of September net assets had dwindled to 46 billion yen, from a restated 225 billion yen in March 2007.

As of end-December, Olympus had an equity ratio of 4.4 percent, compared with about 30 percent for its rivals.

The accounting scandal erupted when Olympus fired its British chief executive Michael Woodford on October 14, after he raised concerns about dubious book-keeping.

Since then, Olympus has admitted it used improper accounting to conceal massive investment losses under a scheme that began in the 1990s. It remains under investigation by law enforcement agencies in Japan, Britain and the United States.

Olympus is banking on the April 20 shareholder meeting to mark a turning point in the scandal, with at least six of its 11-member board, including Olympus President Shuichi Takayama, set to resign and be replaced by shareholder vote.

The meeting is expected to be a lively one. It is the first such gathering for shareholders since the scandal wiped out about half of Olympus' market value, and Woodford himself has said he plans to attend.

On Monday, the stock finished up 0.4 percent at 1,282 yen, against a 0.6 percent rise in the benchmark Nikkei average.

Although Kanye West leads all nominees with seven and Bruno Mars and the Foo Fighters tied Adele with six nominations, she was favored to sweep all of her categories.

But as show time neared, the focus remained on Houston's death.

Grammy show producer Ken Ehrlich was quick to announce Hudson's tribute. "It's too fresh in everyone's memory to do more at this time," he said late Saturday, "but we would be remiss if we didn't recognize Whitney's remarkable contribution to music fans in general, and in particular her close ties with the Grammy telecast and her Grammy wins and nominations over the years."

Katy Perry's "Firework" is up for record of the year but instead of that song, West's "All of the Lights" takes the remaining position in the song of the year category.

The ceremony also marks the first since a major overhaul of the categories last year, which led to them being trimmed from 109 to 78. The move upset some musicians, and a protest was planned outside of the Staples Center on Sunday.

WASHINGTON (AP) ? President Barack Obama is pressuring Congress to extend a payroll tax cut for the rest of the year as another deadline nears for Congress to act or see taxes go up for millions of working people.

Lawmakers agreed in December, after much bickering, on a two-month extension, but that runs out at the end of this month. Obama said in his weekly radio and Internet address Saturday that Congress "needs to stop this middle-class tax hike from happening. Period. No drama. No delay."

Obama said the economic recovery must not be jeopardized by a failure to stop payroll taxes from rising, and he urged listeners to add their voices.

"I hope you'll pick up the phone, send a tweet, write an email, and tell your representative that they should get this done before it gets too late. Tell them not to play politics again by linking this debate to unrelated issues. Tell them not to manufacture another needless standoff or crisis," Obama said. "Tell them not to stand in the way of the recovery. Tell them to just do their job. That's what our middle class needs. That's what our country needs."

Lawmakers have made halting progress on legislation to extend the tax cut. The bill also would renew jobless benefits for the long-term unemployed and prevent doctors from a 27 percent cut in their Medicare payments. NEW YORK ? The British hip-hop artist M.I.A. has apologized to Madonna for making an obscene gesture during the Super Bowl halftime show, Madonna's spokeswoman said.

Madonna said in radio interviews on Friday that she had no idea M.I.A. would extend her middle finger during the performance in front of 114 million people, according to Madonna's spokeswoman, Liz Rosenberg. The singer didn't find out about it until after the show.

"I wasn't happy about it," Madonna told Ryan Seacrest in one interview. "I understand it's kind of punk rock and everything, but to me there was such a feeling of love and good energy and positivity, it seemed negative."

She said it was like something a teenager would do.

Not long after landing here, he secured a post at a Caesars property ? an entry-level position that is customary for recent business school graduates.

?I completed my undergraduate work at the University of Akron and received a degree in accounting,? Crome said. ?I worked as a consultant for some Fortune 500 companies, and assisted in making them more financially efficient. I went on to business school to get my masters, and received my MBA from the University of Virginia?s Darden School of Business. Hard work has recently resulted in my promotion at Caesars, for which I am very grateful.?

Asked to explain his responsibilities at the company, Crome said, ?I am responsible for managing the finance, budgeting and planning for our Caesars corporate offices, that support our 40 properties around the world. I am in the same corporate office as our [chief executive officer and chief financial officer]. In the past, the CFO was operating in the function that I now have. Obviously, he has other things to work on, and he asked me to step up and take on this new role. I have a very large function.?

As the conversation turned to Caesars Entertainment?s commitment to diversity, the Kappa Alpha Psi Fraternity member praised his company?s efforts to maintain a workforce that includes people of all backgrounds.

?We are so proud to have Fred Keeton, who leads our diversity initiatives, with Tony Gladney?s support,? Crome said. ?We also have our African-American business resource group (BRG), Chorus, that is comprised of not only African-American employees, but colleagues who have innovative ideas to increase African-American guest participation. It is very important to me, and to our corporation at large, to service all people who constitute our existing and potential customer base. Our diversity initiatives are worldwide, but you can also see the results in our executive leadership.

For example, there are African-American Senior Vice Presidents and general managers in the corporation, such as Marcus Glover who operates our Cleveland, Ohio, casino property; John Smith who operates two of our casino properties in Atlantic City; and along with Duane Holloway is vice president and chief legal counsel for litigation in all of our Caesars Operations.?
As a living testament to the opportunities available at the world?s largest casino organization, Crome is eager to advise others looking to move up the corporate ladder.

?Education is crucial when competing for a job opportunity,? he said. ?Make sure you are equipped with the right educational training that your dream job calls for. It is great to think, and for others to think, you are smart. But there are certain positions that you cannot get without the right credentials. If a job application requires you to have an MBA, I don?t care how smart you are, if you can?t check that box on the form, you can?t get past the first step for the job.

Know what kind of educational background is needed for a particular job, and go into the application process well positioned with laser focus. Also, I encourage people to network with others. Not just those who look like you, but with those who can benefit your ? advancement. Networking is as easy as going to get coffee with someone, or lunch, and building that relationship.

Thirdly, I would suggest getting involved with the community. I am the vice chairman for Junior Achievement of Southern Nevada, and treasurer of the New Vista Community program ? my participation on both of these boards is voluntary. I can?t tell you how ? gratifying it is when you?re volunteering and giving back on behalf of humanity. It puts everything into perspective.?
